CONSTITUTIONAL REFORM TOWARDS A BETTER CONSTITUTION? LAUNCH OF NEW BOOK BY VICE-RECTOR EMANUELE ROSSI AT CAMERA DEI DEPUTATI, ROME, TUESDAY JUNE 7th, IN THE PRESENCE OF MINISTER BOSCHI

A new meeting to launch “A Better Constitution? Contents and Limits of the Constitutional Reform”, the book by vice-rector Emanuele Rossi, professor of constitutional Law at Dirpolis Institute of Sant’Anna School, just published by Pisa University Press. A keynote event to take place on June 7th in Rome at Camera dei Deputati, in the presence of Maria Elena Boschi, Minister of Constitutional Reforms and Relations with Parliament .

Keynote speakers include: Massimo Luciani, professor of constitutional law at Sapienza University of Rome, Luciano Violante, former president of the Chamber of Deputies, Bruno Manfellotto, journalist and former director of L’Espresso magazine and Paolo Fontanelli, commissioner of the Chamber of Deputies, promoting the book launch.

For over thirty years the topic of constitutional reform is a central issue in public debate. Bicameral commission, government committees, and working groups have tried different solutions to keep republican institutions functioning. And up until now, the only result is the 2001 reform of Title V.

Parliament has now come one step away from a reform subject to a referendum: the intent is to go beyond the equal bicameralism, to redefine the relationships between state and regions, to abolish the National Council for Economy and Labour ( CNEL) and the provinces, to change non-marginal aspects of the constitutional text. It is a fairly wide reform (as many as 45 articles of the Constitution would be modified, one third of the total), which has caused mixed reactions, both among the general public, experts and scholars.

The book written by Emanuele Rossi tries to explain, with a simple but rigorous language, the contents of the reform, analyzing strengths and weaknesses, appropriate choices and mistakes. The goal is to help people decide, one way or another, when asked to vote in the referendum.
